is tejas club considered a fraternity?

It is a group of male college students with their own house, initiation process and closely held traditions, so I don't know how you could call it anything but a fraternity.
It I not a Greek fraternity, has no interaction with the Intrafraternity Counsel at all; it does occasionally mix with UT-Austin sororities, and through at least the 1990s, it was not uncommon for members to be have first become members of a Greek fraternity.
Prospective members are invited to join on the basis of their qualities of friendship, leadership, and scholarship, and at various points in UT-Austin's history, was packed with prominent men on campus.
