can an oos girl get a bid to pkt?

Yes, they do. Some years upwards of 20% of PKT pledge classes are OOS however....most of those girls have PKT connections (chapter legacy/ donor mother or grandmother, went to summer camp in Texas, used to live in TX but moved away). I don't know how many are really "randoms" but a few will come into the week with stellar recs and resumes and just fit in really well without knowing anyone.

I roomed with a theta and they have the biggest OOS presence of PKT, although most of those girls are legacies and/or went to Texas camps/moved away from Texas

Yup. Theta's OOS for the last few pledge classes:

2016 - couldn't find

2015 - 9/61 OOS (NYC, Nashville, 2X Atlanta, 3 from Westchester County NY suburbs, Englewood CO) 3 of 9 were legacies

2014 - 9/68 OOS (NYC, Westchester County, New Orleans, Nashville, Colorado Springs, Greenwood Village CO, Tulsa, Montclair NJ) 2 of 9 were legacies

2013 - 10/ 76 OOS (Australia, Norway, Atlanta, Louisville KY, New Orleans, Potomac MD, Palo Alto CA, Scottsdale AZ) 3 of 10 were legacies
