Fraternities put up their top members each semester to get into spurs/cowboys. That is the only way to get in

1/3 of the Spurs Cowboys are independent. You've got to be an outstanding undergraduate to get in if you aren't Greek.

While the 1/3 is somewhat correct (it's actually more about 20% for Spurs and 25% for Cowboys) A vast vast majority of those spots are athletes or sometimes, individuals whose dads were Spurs/Cowboys and their sons decided to note join a fraternity, or if they are parents of famous alumni.

What happens if a fraternity begins to rise for example when Sigma Chi came back did they get Cowboys and Spurs.

1/3 of the New Men are required to be non Greek. Look at the bylaws. Cowboys only take 25 New Men a semester. That's pretty selective, Tejas, Student Government Types and athletes take up most of the remaining spots.
If you really care get involved on campus, make good grades meet people and have a good rep.
All of these things are worthy in and of themselves.
