Why do these ranking most of the time only list these same 16 houses? There's a couple more sororities and a ton of more fraternities. Like at least 10 more

Pretty sure they just listed the relevant frats/sororitys, not the order. I'd say order would probably go:
Pi Phi
Kappa
Theta
Chi O
Tri Delt
Zeta
AXO
APhi

Fiji
SAE
Sig Ep
Kappa Sig
ZBT
Sigma Chi
KA
Delt
