bottom tier frats

Genuinely curious why on every ranking only 10-11 frats are ranked and then the rest of the 20-something groups are listed as "irrelevant". What makes the bottom tier so bad that they're not even included? Do they have small membership, not throw any parties, not have houses, not mix with any sororities, etc? Just wondering!
