spring rush

If you sign a bid and pledge a fraternity but then decide to drop before initiation. Can you re-rush another fraternity in the spring or fall?

Yes. Not initiated, not a problem. People may tell you that the reason you dropped or were dropped may come to haunt you, but honestly unless you were terrible towards a female guest or were crying because an active asked you to run to Taggs and you felt hazed, you'll be fine.
