No, quota additions don't have anything to do with whether the house is under or over campus total.
Quota additions are women who would not have matched in normal bid matching (i.e. a chapter got to quota before they got to the PNM's name on their chapter's bid list), BUT, if the PNM ranked all the chapters at which she attended Pref (a.k.a. "maximized her options"), then PHA will add the PNM to one of those chapters. Essentially the PNM is rewarded for sticking with the process, and the chapter gets another member who wants to be there. It's a win-win.

If all of the chapters matched to quota, and all have pledge classes over quota, as reported above, how could that be as a result of quota additions? Wouldnt there be more new members than those who attended pref parties, in total?

Chapter total is usually determined by Panhellenic. Even if quota was reached, it doesn't mean that total was. Chapters will usually assess there numbers through out the semester and if they feel they are low enough, they will cob. Some chapters who are below total won't. It's at their own discretion and those decisions aren't really made until later in the semester.

At this point only panel knows everyone's returns but individual houses know their own. All of them will be released on the rfm report, but that won't be released for a while and even then the names of other houses are removed so you can only see your respective rank of your house. You can see the data of the other houses but you don't know which are which in the report
