How will axid be selective in recruitment when they have no return rates from previous years?

Maybe it's a little messed up but selectivity and rankings goes hand in hand.
Kappa/gphi/dg are the most selective
Then axo/aphi/piphi
Then chio/aephi
On down the list.

What are the most selective houses looking for? Is it the same criteria or does each house focus on something slightly different?

just being brutally honest, but all houses look for the same things, the selective ones just get undisputed first choices cuz they are the most desirable
a they look for a combination of good highschool grades/socially fun/fits in with the girls/looks

Just because they are new here doesn't mean they have to pick just anyone. They can be as selective as they want to be. It may not be selective in the way that established chapters are, but they are going to be looking for girls to help grow the chapter. It will be a really good option for a lot of girls.

If they are selective in the traditional sense, they will be left with an empty pledge class since a lot of those girls will go to other houses

idk how you could say that because you have no idea how they'll do in recruitment. I'm sure they have great girls and the sorority will be desirable to many of the literally 1000 GIRLS that rush. stop bashing and judging other sororities, especially a new one that you know almost nothing about, and waiting for them to fail, this is NOT what Greek life is about people come on

That's not true. All the sororities are selective, some more than others.
