letters of rec for fraternities

I'm pretty sure that this was already asked before but I forgot what the answer to it was. Is it normal to submit a letter of recommendation for a certain fraternity or is it weird? Also, how much does being a legacy of a fraternity help?

Don't do the letter. That's pretty weird. Legacys are bigger deals in some houses than others. If you're a legacy in my house and fairly normal and put together, you'll get a bid

Do the fraternities in the upper or lower "tiers" care about legacies more?

lower tiers care more about legacies. the better houses have more people going through rush so they can afford not to take them
