So how does setting up socials work? How do houses (frats and sororites) decide who they want to have socials with?

It varies, most of the time frats pair with sororities they tend to hang out with

Each house has a social chair who sets up socials between the fraternities and sororities. And like the above reply said, they tend to pair with houses they either hang with or have a desire to hang with. You probably aren't going to see SAE paired with Theta because they just don't really hang out.

But why not? Isn't that the point of socials and Greek life in general? To get to know people and be one as a community?

Nah it doesn't really work with that better fraternities and sororities hang out with eachother and therefore have socials with eachother. But that doesn't mean they don't have friends with some people from different fraternities and sororities they don't hang out with.
