I know for a fact that they gave four to six girls bids snd they joined because my friend was one of them. I don't know if it's considered dirty rushing but they did accept new members but didn't have public events. They accepted girls they knew they wanted already and didn't give anyone else a chance

If that ^ is what happened, that's COB. You invite various girls to events and your org decides (membership selection) whether to give them bids or not. Most of these girls will be people your members already know and like, as some APhi had to know them enough to invite them over. That's how COB works.
