Who are considered the top tier frats?

As of right now DU and Kappa Sig are considered indisputably "top tier". In reality, the quality of DU, Kappa Sig, SAE, Theta Chi, and Fiji are very similar. You would get a "Top Tier" Experience in any of these five, provided they stay out of trouble.

Depends on the girl you ask. In my sorority it's split between sae du and ksig.
