Do houses reserve some space for sophomores or does it really vary on who they like that year?

I think it varies on whom they like, but I also heard a rumor last year that upperclassmen don't count against quota. I'm a freshman, so I'm not sure if that's true. But, in theory, if that's true, a sorority could take as many sophomores as they really like/want.
