id just get them to be safe. not like they can really hurt you but a lot of sororities know whether they want you or not before rush so it could be a way for them to look at you twice and might get you to second rounds but don't count on it

Generally recs sent during summer and fall are welcome, and sorority women do read them. But even if you are a legacy to a particular chapter here there is no absolute guarantee of joining that group. If you know older students, parents of friends, teachers, or extended family who are sorority women you might kindly tell them you are headed here and will be participating in recruitment. Let them help guide you into the sorority world.
