Would it be difficult to rush if I'm a transfer from out of state? Good gpa, could get rec letters! What are my chances especially since I am an upperclassman

If you're only trying to get into the "top tier" then yeah it'll be hard unless you know people. But if you go in with an open mind, you should be fine.
