cob: do i need to know someone?

Do I need connections in the sorority to Participate in COB?

Short answer: Yes. A sorority isn't going to randomly come and ask you to COB. You need friends in that sorority. Better yet, friends that are active members in good standing that are well-liked. Especially if you actually want to be chosen for membership. Occasionally a sorority will remember someone from formal recruitment that slipped through the cracks and didn't get a bid anywhere, and will ask them to come to a COB party/event.
