because most sororities already have more members than they know what to do with. Not only that there's just not enough opportunities for everyone who wants to be involved but there are also panhel rules about membership numbers.
also planning/executing rush is extremely time consuming and tbh miserable. rush practice takes up full days during welcome week. there's no time to train the new members we just got in the fall. and it's just not fun so they try to limit the pain to once a year, unless a sorority is really low on members.

Chapters hold winter rush and COR for many reasons like their chapter rules.. So it's not always because they have more members ... "Then they know what to do with"...So Greek rank is NOT your best resource.
