A sorority is a business. The reason why nationals can pull charters, like Gamma Phi did in 2007 and AEPhi's almost did this year, is because the national chapter pays a certain amount of money a year for the University of Michigan to allow chapters to have a local charter. Normally this money gets paid back in the dues received from the members of the sorority.
If the majority of the women of a pledge class are sophomores that means International Headquarters lose a whole year worth of dues from each sophomore in the Fall PC. When these women graduate, they lose even more money as the chapter size decreases tremendously assuming that the majority of the women in the PC above are sophomores also. That is why COB and Winter Recruitment happen is because International Headquaters always want the max amount women possible in their sororities.
