This is what people generally recognize as the most accurate. You can try and argue that one frat moved half a spot because of winter PC or pregame partners but really that's all pretty irrelevant. Things don't really change.
Top of Top: Phi Psi/Theta Chi/SAE
Mid of Top: PIKE/FIJI
Weird Inbetween: Sig Ep
Bottom of Top: Chi Phi/Chi Psi/ Alpha Sig
Relevant Mids: Sigma Chi/Phi Delt
Top three are pretty interchangeable, PIKE/FIJI are next. There is a slight drop off to Sig Ep, which is definitely better than the next three, but definitely worse than PIKE/FIJI. Bottom three are very different but regularly mix with similar sororitys. Phi Delt/Sigma Chi are somewhat relevant but still don't regularly mix with good sororitys. You can try to move one up or down but it's pointless, this should really end the discussion.

The order of this rank is correct, but not the labels. Sig ep is not top tier. Chi psi, alpha sig and chi phi DO NOT mix with similar sororites as FIJI/PIKE/AEPi and are not even close to being top tier. Fiji/pike/aepi regularly mix with top three sororitys and sig ep does occasionally. Any other frat is irrelevant to the top tier.

Who cares what you call each cluster of frats, it's still the same heirarchy. The fact that you care so much about defining what can be called "top tier" is laughable
