Please tell me this is a joke. No way the best fraternity on campus is losing their charter and if they did they would never merger with a low tier fraternity. They could pull an OZ and rename themselves.

Lol, there is no way any fraternity would allow them to merge with them. They would take over the fraternity they merge with in a heart beat. If do merge with another fraternity, it would probably with one that has less than 15 brothers.
