upper middle tier

The only frat that can actually be considered upper middle tier is Sig Ep... and not by that much. Chi psi and Chi phi are the same as all the other middle tiers. besides beating out DKE, DU and Phi delt for pregame partners. But essentially they compete for the same girls.
