theta chi and tke

as an incoming freshmen i thought tiers were a big deal, but Theta Chi and TKE are hosting a party?

Theta Chi are simply using TKE's house because it was ZBT/OZ's old house. It's basically Theta Chi and ZBT/OZ but they're formally calling it Theta Chi and TKE.
