does location matter?

Does anyone consider location for Srats or Frats? Just from the view of how far it is to walk to class or events or other things. Especially during winter time, I don't mind long walks when it is a little warmer. Is it always safe walking after dark even when police are not in the area, just wondering if anyone considers this in their decisions?
