Why are the state street frats considered bottom tier

My dad told me that the frats on state street are the fun ones, but I'm just wondering why there is such a discrepancy with that, since they're all considered bottom houses? that's all.

frat is fun = more people having fun at their party instead of mine = I must run to greekrank and say they suck and also put them at the bottom of my totally unbiased rank list

Back in the day the state street frats were fun because they were the first ones and just started ahead. Over time the ones on frat row became top because nobody wants to go to state street to party.

They were top/ very fun from the 80s-2000s, but now they have a lot of rules to follow. Chi Psi, Beta, and Sigma Chi aren't even allowed to have tailgates anymore, since their nationals are super strict. Greek life is dying at umich, and its sad.
