What's going to happen when Gamma Phi Beta comes back to campus next year? How does there process work? Will they take back their old house?

I think they have participate in rush like everyone else. Girls are "imported" from other schools to help with rush. Sometimes girls are just recruited before rush even starts.
Quota will go down because now there will be one more house.

I think it is a combination of alumnae and girls from other schools.

No, they won't go through formal recruitment with the rest of the sororities.
