Michigan numbers

It appears that people keep commenting how there were record numbers of PNMs this year and how every house hit quota as if this is some magical feat that has never been done before. If Michigan saw and noticed these numbers, why didn’t they up their quotas by a few numbers (and no, it’s not up to national panhel, it’s up to Michigan panhel). So many chapters brought way too many girls to pref than they could bid.
