Sophomores rushing

Do sophomores who didn’t rush last year have a chance at any top or medium houses? I know it doesn’t matter the ranks but I’m just asking because everyone says you only will get into a bottom house. Like what happens if you rush and have really good convos with top houses are they going to cut you just because you’re a sophomore?
