If you really want to pledge for a semester as a sophomore yeah you can rush somewhere else. You'd have to reach out to your nationals and disaffiliate from your current frat though as you can't be in two fraternities I'm 99% sure.

If you’ve been initiated into a fraternity I am pretty sure that you can’t be initiated into another. There may rare exceptions.

To elaborate, I’m in sig chi at another university but would like to rush a different frat at Michigan (I have friends in this frat). So would this not be possible?

Rare and difficult. You join a fraternity for life. Have some integrity.

Google this and you will find answer.

people do join different ones, but mostly only when their original frat doesn't exist at their new school. pretty sure if there's an existing chapter then you should prob join. idk for sure tho since greek life here is pretty flexible and no one gives af about chapters at other schools
