Of the low/mid tier fraternities who's got the worst PCs?

I guess I'll procrastinate studying for that first midterm and fill you all in on what I've been hearing. This is just hearsay, so take it all with a grain.
Sig Chi: Mediocre at best PC.
PiKapps (13): Decent kids, but not too many (13).
PhiDelt: Decent but filled the back-end with some awkward ones. Word was their mixers were so-so from weekend #1.
DU (21): Hearing real good things about their PC. Heard they had a crazy mixer with DG over the weekend too.
DKE (22): Best PC. Their rush chair is a great kid so no surprise. Mixers over the weekend with Pi Phi n co. were supposedly a blast.
Chipsy (22): Heard they also did very well. 22 accepted their bids. Fun weekend from what I heard, too.
Shady: ?
Chi Phi: Heard was a disappointment for them, but still better than most mids. Their social surely killed it this weekend so they'll stay ahead of other mids.
Sammy: ?
Alpha Sig: Heard kids were wary of joining so they did decent at best. A lot of work to do to return to Psi U's level (may depend if they can host winterfest again).
Delta Chi: Heard they got a decent number. Quality remains to be seen.
DTD: Met a few of their pledges over the weekend. Good guys; not frat guys.
Sig Ep: Heard they lost a lot of kids to other houses traditionally lower.

Sigma Chi has one of the better PC's of middle tier, they have quite a few hot guys and had over 20 guys accept bids. They may not have moved up, but definitely didn't move down

Chi Psi has more than 22...more in the range of 25-27 I believe. They are a lot of fun and pretty good looking as well. Mixed with them over the weekend.
Sammy also had a very large pledge class...pretty much the same type of guys that are normally in it. I don't see much changing with them.
PhiDelt seems to have the biggest range of kids in their pledge class. I met some really cool guys but also some pretty awkward ones as well. We'll see what happens with them a little later on.

Sig chis and pikapp are actually pretty decent, dke is ok, chi phi is not as good as usual
