Frats serenade sororities and ask them to pregame based on their relationship with them that year, mainly how their newest pcs get along. Of course sometimes, it has nothing to do with how your mixers are and can be more of a political stunt of sorts

Why do some fraternities pair up with sororities that are lower tier than them? Like Phi Sigma Rho is the engineering sorority and is pretty much unknown while Delta Chi is a lower Mid-tier fraternity (not at the bottom).

^Delta Chi is closer to middle tier than it is to the bottom. But to answer the question before that, just because a sorority is a "lower tier" doesn't mean they aren't attractive or don't know how to rage. Plus there are a lot more fraternities than sororities, so having a pregame partner that's less well-known than Kappa is still pretty respectable.
