How exactly does the rushing system for fraternities work? do you need to have an idea of which house you want to rush prior to coming or do you figure it all out there?

Nope. total free for all.

Step 1: Dress like a respectable individual.
Step 2: Go to parties/football pregames
Step 3: Find a brother and tell him that you're interested in rushing

There is also the mass meeting you can attend, where all on-campus fraternities will be taking names/numbers.
