It's technically not RUSH, it's COB and yes they will be doing it as long as there is room in their total capacity of the house membership. It has nothing to do with ranking, it's purely numbers. For example, since so many people drop Zeta, they always seem to have the most open spots.

That’s complete bull.. a very little amount of girls dropped zeta. Just as much that dropped any other middle tier

you literally cannot know if most of the sororities will be doing COB yet. you can only COB if you're below chapter total, which is never set for winter semester until january. also retention for any sorority varies year by year depending on how many girls graduate after/drop during first semester.
