stop ranking within tiers

the rankings of frats/sororitys within their tier is all based on individual preference so there is NO point in ranking them against each other.

FOR EXAMPLE:

KKG APHI TRIDELT and OX PHIPSI AEPI are ALL TOP TIER. They should just considered one category. The pledge classes vary every year and everyone has their own opinion so there is no point of ranking them against each other.
