Can someone tell me in English what the deal with rushing is. Is it banned this fall?

Until all affiliated organizations become disaffiliated during 2019 because they realize it is a huge disadvantage to sit out of rush for a semester while disaffiliated houses recruit freshmen who want to join a fraternity during the fall semester 2019.
