Not necessarily. The rumor is that the Alumni IFC may voluntarily implement standards for the chapter houses that are far more strict than UM because the alumni will not accept any legal or insurance liability the active members. They will have more legal and insurance liability if they go independent so they likely will be more careful. The main risk to the City and UM is that rogue "fraternities", or more accurately groups of students with similar interests (not truly "fraternities"), will establish group housing with no oversight by non-student adults. But, the City can still use all its existing ordinance and police powers to regulate the use of these properties. It may become much easier for the City to do this because these properties will have no owners with legal defense funds or influential alumni to support them when they get in trouble.
