pgp changes

It seems like theres going to be a lot of changes with PGPs considering there's a lot of frats and sororitys together that aren't getting along anymore (notably phi delt and zeta, and asig and chi o, and sig chi and gphi). Predicting all three of these pairings split for 2018.

Idk about gphi dtd though, they split last year because they weren't getting along either
