Is AEPi Splash Bash a scam to get money out of freshman? Like I don't really wanna pay 40$ for s party. Will there be other frat parties I can go to that night for free?

Yes, they just do it to make money. Most kids leave after an hour and regret paying $40

DON'T GO!!! There are other fraternity parties that will be happening that don't charge that much money.
