Am I obligated to rush his frat? He's jacked about me being a legacy but all my older friends are in upper tier houses there.

You're not obligated, but I mean rushing anywhere doesn't hurt because you can just not accept a bid. I would rush hard at a few fraternities of your own choosing, and if you want to appease your dad, rush his as well. Who knows, you might end up liking the guys.
