No. Spring 2017 is the earliest they can rush/recruit.

"Panhellenic policies allow that they will be able to recruit eligible students (those with 12 semester hours and a 2.5 GPA) beginning in the fall of 2016. However it will be up to the chapter, in consultation with their national organization, to determine whether they will recruit then or wait until spring 2017."
