Tulane isn't big enough for so many tiers (this isn't Alabama or Penn State). Plus there's some serious self ranking from FIJI going on here.

I think this person clever put the middle teirs in order. I dont think he/she meant that FIJI and and Sig Chi were on the same caliber, but neither of the two would be considered top or bottom.
