what exactly happened with aephi/will they be able to have a new pc next year and participate in rush?

They're not able to do anything on campus - mixers, tailgates, philanthropy, Greek week, and recruitment, until the end of next school year. They won't have a new PC until spring 2017

AEPhi will be able to have a PC in Spring of 2017. 2015-16 school year, they will be going through a major re-organization by their IHQ.

will aephi be allowed to offer bids in fall 2016 to get some members before formal recruitment in spring 2017?

That will depend on their IHQ and the school if they allow them to do so. Also, let's see how well AEPhi they behave during their suspension. Any violation(s) during their suspension will result in lose of recognition and closure by their IHQ. So the heat is on these girls.
