Chi O is not top tier and Theta is not mid tier. Both them and Theta are great sororities, but they don’t have the vibe that Kappa and Pi Phi do so it’s kinda hard where to place them. Actually, AEPhi is hard to place too because they have the vibe to be top, but they are just not good quality wise.
