I would put Pi Phi and Kappa on the same level - I don't think one is #1 and the other is #2 but I do think that Chi O's reputation has fallen
Idk about AEPhi in top three

kappa, pi phi
chi o, theta, aephi
sdt, phi mu, adpi, tridelt

within each tier I don't really see a particular order but that's just my perspective
