why does adpi not have a house?

They are new. They were in AEPhi's old house, but AEPhi is obviously back now and took it back so they don't have a place. I believe there is some rule that no new sorority houses can be built/designated, but I'm having trouble exactly remembering what the rule is. They don't currently have a house.
