Why do some orgs do it and some don’t? It doesn’t make sense to me

some orgs have nms that have connections or friends that’s dropped so they would want to take them now…. others wait for more for fall informal

it’s entirely based on their chapter size vs the average size on campus. if you’re bigger than the average size, you can’t do COB.
