Were PIKE and Delta Chi top houses before they got booted off campus?

Sam and TEP were both middle tiers and got kicked off too! Looks like the only way to not get kicked off is be bottom tier according to your logic!

Top houses need to be extra careful going forward. It seems like every year or two a top house gets kicked off for just being stupid and the houses on frat row keep changing.
