The only argument with the top I can think of is that this seems short term. TKE had no fall pledge class which will affect the future, unless they plan on taking 30 kids in the spring.

WRONG. Sig schi, ATO, AEPi, and TEP are by no means top tier fraternities. move them all down to upper mid. move tke down to lower top. move sig nu, kappa sig, and zeta psi down to lower mid, and lambda and sig ep gtfo of here youre not relevant anymore.
