how do frats/sororitys handle transfer pnm's? as in do they look at the previous college transcript and does the 12 credits at umd rule still apply?

12 credits still applies and they look at your old transcript for gpa. Maybe activities. Keep in mind that some houses may already have a lot of upperclassmen and will probably drop most older people because they don't want a bunch of members graduating at the same time or they have other reasons
