Because freshman need 12 credits to join a fraternity/sorority.

UMD use to have fall rush, but then the pledging period had to last longer than a semester for grades to be posted to see if you had a 2.8. Now, rushing in the Spring, pledging can be short and sweet because the candidates know if they have the grades. The first semester of college can be overwhelming to most students even with out the added pressure of pledging.

Freshman can still rush in the fall if they have 12 or more credits.

For not necessarily... I don't know about frats, but you still need a 2.8 GPA for sororitys. If a incoming frosh already has 12 credits they are:
1. not a first semester freshman and 2. probably took AP classes in high school and will still need a 2.8 GPA. The original question was: Why Spring rush and not fall rush? During the fall, the frosh can learn about the Greek system and apply that knowledge when they rush in the Spring. Spring rush means faster sisterhood with a more experienced and grounded student. It's a win win for the sorority and the pledge.

All I'm saying is every year almost every frat has at least one incoming freshman in their fall PC. This isn't a thing for sororities because such few participate in fall recruitment but if you are a freshman and you have 12 credits, you can pledge a fraternity your first semester. Don't confuse people.
