on the rise

From the way it looks across the street, Theta Chi had a solid 21 person pledge class with some attractive and athletic guys, that will make them rise up when all the weird losers graduate this spring and next fall.

First, no one cares what DG thinks, says, or does.
Second, if Theta Chi did get 21 pledges good for them. But that doesn't necessarily mean they are on the rise. Tiers are not based on numbers, but on quality of the entire membership.
Last, they need to be more involved, competitive, seen and rage to be relevant. This is true of any fraternity that wants to move up.
